The Transformation Roaring Across Croatia’s Border

For decades, one of Europe’s great tourism booms has been rolling south along the Adriatic coast.

It has transformed ancient walled cities…sleepy fishing villages…and little-known islands into some of Europe’s most sought-after destinations.

Take Croatia.

It’s among the hottest destinations in Europe. Last year 21.8 million tourists arrived — 19.3 million of them on the coast.

This is a country of less than 4 million people. So more than five times the population came to visit, and the overwhelming majority went to the coastline.

Now the same forces are gathering momentum in neighboring Montenegro. In particular, on its spectacular coast where Europe’s New Riviera has risen: the Bay of Kotor.

Now I’ve negotiated an incredible new real estate opportunity there.

This opportunity is a chance to own on Europe’s New Riviera from just €168,925—and I believe the timing could scarcely be better.

Right now, one of the most powerful Paths of Progress I’m tracking is rolling down the Adriatic coast.

A powerful Path of Progress is moving south from Croatia into Montenegro’s Bay of Kotor.

Dubrovnik sits just across the border from Montenegro.

Over the past few decades, this medieval walled city has become one of Europe’s tourism superstars.

Dubrovnik airport is breaking records year after year. In 2025 it passed three million passengers for the first time in its 62-year history — 3.1 million by year end.

International visitors pour into its UNESCO-listed old town. Luxury hotels line the surrounding coast. Wealthy buyers compete for a scarce supply of property.

As Dubrovnik and Croatia’s southern coast have become busier, better connected and increasingly expensive, travelers, developers and affluent buyers have begun looking farther south.

Immediately across the border lies Montenegro’s Bay of Kotor.

It has the same dramatic mountains…the same sparkling Adriatic waters…and the same centuries-old Venetian towns.

But its transformation is at an earlier stage.

And now, access is expanding fast…

Wizz Air has established a base at Podgorica, and traffic there is responding — up 9.3% in April, up 23.6% in May.

At Tivat, British Airways launched a new direct service from London Heathrow in May. In July, Iberia began flying directly from Madrid to Tivat for the first time.

Major road improvements are under way too.

Meanwhile, three vast luxury marina communities—Porto Montenegro, Portonovi and Luštica Bay—have established the wider bay as a major destination for superyachts and affluent travelers.

It’s becoming easier than ever for international visitors and buyers to reach this once-overlooked coastline.

And when they arrive, they discover a destination that can stand alongside the most beautiful in Europe.

Dubrovnik, Croatia, is just across the border from the new RETA opportunity. Millions of tourists. Direct flights from the U.S. Real estate prices that soared. The Path of Progress has rolled down the coast to Europe’s Newest Riviera.

The Bay of Kotor curves inland from the Adriatic in a series of narrow, fjord-like inlets. Mountains fall almost vertically into the sea, while medieval stone towns cluster along the water’s edge.

But this isn’t simply a destination trading on beautiful scenery and old-world charm.

The infrastructure of serious luxury is already here.

Gleaming marinas are filled with superyachts. Along the waterfront, boutiques carry names such as Dior, Rolex, Balenciaga, and Burberry. Five-star resorts and branded residences have opened around the bay.

A-listers, royals, and Gulf billionaires have arrived. Luxury penthouses now command seven-figure prices. The Saudi royal family even moved its Golden Fleet here from Monaco on a 30-year lease.

The Bay of Kotor has become a playground for the global wealthy.

At Porto Montenegro, waterfront cafés, luxury boutiques and residences surround a marina built for the world’s largest yachts.

Now, another group is following them.

I call them the “mobile affluent.” Professionals who earn well. These are not super rich, but well off. They are discovering this coast as a place where they can live, vacation, or work for part of the year.

They aren’t looking for multi-million-euro penthouses. But they want high-quality residences with water views, pools, gyms, and resort-style amenities—and they can pay for them.

The problem is that this type of property is extremely scarce around the Bay of Kotor.

Geography limits the amount of land available. The mountains sweep right down to historic towns at the water’s edge. Kotor’s UNESCO status also restricts development around its protected old town.

Meanwhile, many of the biggest developers have focused on the very top of the market.

At Synchro Yards, Porto Montenegro’s newest ultra-luxury waterfront neighborhood, one-bedroom apartments in IVO Residences launched from around €1 million. At the very top end of the development, prices have reached as much as €23,000 a square meter.

Maybe the mobile affluent can afford €850,000 for a one-bedroom apartment at Portonovi…or €1 million for a one-bed at Porto Montenegro.

But most don’t want to…

And the alternative is often an older, dated apartment with little in the way of amenities or services.

That’s the gap.

Luxury-resort living without the super-yacht-marina price tag.
