Europe has a new Riviera.
Time Out magazine called it the world’s most beautiful place. Jacques Cousteau described it as “the purest part of the Mediterranean.”
It’s not hard to see why…
Here, huge rippling gulfs and sparkling straits stretch on for miles. Jagged limestone mountains tumble straight into turquoise waters that look like they belong in the Maldives. Narrow cobbled streets wind through centuries-old towns, lined with cafés, boutiques, and artisan shops.
Add in a climate that delivers mild winters, warm summers, and endless sun, and it’s no wonder the place is seeing growing demand.
This is the Bay of Kotor in Montenegro.

For 11 years, I’ve been seriously scouting real estate on a special stretch of Montenegrin coastline, where Europe’s New Riviera is rising.
Let me tell you about this place and how I first discovered it much earlier…
A new Riviera is emerging in Europe…in tiny Montenegro.
If you’ve never heard of Montenegro, you’re not alone. Tucked away between a cluster of former Yugoslavian countries, Montenegro sits across the Adriatic from Italy, with Croatia to the north and Albania to the south.
At just under 5,550 square miles, it’s smaller than the state of Connecticut. But what it lacks in size, it makes up for in beauty. Montenegro is an utterly breathtaking part of the world. The love child of Norway and Venice…where the Alps meet a Mediterranean vacation.
And the Bay of Kotor is the country’s crown jewel.
The bay curves inland from the Adriatic in a series of narrow, winding inlets surrounded by mountains that rise almost vertically from the sea. Medieval stone towns like Kotor, Perast, and Herceg Novi cluster along the water’s edge. And beyond the historic towns, quiet bays, and pebble beaches, you’ll find luxury marinas, 5-star hotels, outstanding fine dining, and carefully planned residential enclaves.

I first stumbled across this stretch of European coast as a student in the late 1990s. A friend and I rented a car and drove down the coast, weaving through small, lost-in-time towns. At the time, there were few tourists here, but even then I could sense potential. There was a magic to this place.
Fast forward to today and this Riviera has awakened.
Ultra-wealthy buyers—oligarchs, celebrities, and Gulf state investors—are buying and moving here. Luxurious marinas have sprung up, lined with superyachts. High-end boutiques stock the world’s most exclusive brands. The Saudi royal family even relocated its golden fleet of mega-yachts here from Monaco on a 30-year lease.
Tatler has called this coastline a “new Monte Carlo.” French daily newspaper Le Parisien described it as “an Eldorado for the ultra-rich and a new Monaco.”
And yet, despite the influx of serious money, the Bay of Kotor offers astonishing opportunities for people who want a luxurious riviera lifestyle…without paying Monaco money.
Think of it like stepping into a secret part of Europe, one where demand is rising, but prices are still accessible. While some neighboring regions are crowded, hyper-developed, and priced out of reach for many, this Riviera remains a land of opportunity.
This charming corner of Europe has been quietly attracting wealthy people from all over the globe…and that spells opportunity.
While luxury properties here sell for millions, there’s a growing segment of well-off, but not ultra-rich buyers who are snapping up high-quality residences. These aren’t sprawling mansions; they’re condos, townhomes, and small villas, often with sweeping water views, modern amenities, and resort-style features.
For the savvy investor, this is exactly the kind of place you want to be.
Scarcity is real here: geography limits construction, historic preservation laws restrict development, and prime locations are in high demand. At the same time, prices here are still reasonable, especially compared with the skyrocketing costs in established Riviera hotspots like the French or Italian coasts.
I’ve personally scouted dozens of developments along this Riviera, and the combination of location, quality, and growth trajectory makes it one of the most compelling destinations in Europe today.
In 2024, I brought RETA members an incredible deal here in the best-in-class community of Royal Town Kotor, where they could own two-bed condos from €348,356. In March this year, a two-bed condo RETA members could own for €354,201 listed for €519,115. That’s an uplift of €164,914 in less than two years.
After the success of this deal, my team went to work straight away to find another one in the Bay of Kotor.
